The term "permanent makeup" should be understood as relative term.  Permanent makeup, also known as cosmetic tattooing is a procedure that puts tattoo pigments into the skin. While the placement of pigments in the skin is a procedure that is termed permanent, it should be understood that while it is difficult to reverse any situation where tattoo pigment has been place. In addition, it should be understood that the term "permanent" should be better known as semi-permanent, by the fact that over the course of time, tattoo pigments will fade due the bleaching effects of the sun.  This situation makes it necessary to have "touch-ups" every 3-7 years to maintain the desired sharp cosmetic appeal.

Tattooing is a permanent procedure that is extremely hard to reverse if you don't like the outcome.
